Plan C - OVAM

Plan C (Flemish Transition Network for Sustainable Management of Materials) is an ambitious network of people from the private, civil society, academia and public sector that share a common vision of a world that manages its usage of materials in a sustainable way.

In 2006 the OVAM (Public Waste Agency of Flanders) took the initiative to bring people together to build a common understanding of how Flanders can contribute to this vision and trigger system innovation in its region. The initiative brought more than sixty people together from diverse organizations : Advizors, Agoria, Bekaert, Big Bazart, Bio-Mens, Bond Beter Leefmilieu, Colruyt, Deceunink, Essenscia, European Commission, ExxonMobil, Federplast.be, Fedis, Futureproof/ed, Globelink, Indaver, IWT, K.U.Leuven, Koepel Vlaamse Kringloopcentra, Netwerk Bewust Verbruiken, OVAM, Pocket Marketing, Poseco, PVC-info, Reynaers Aluminium, Siemens, Sirris, Somers Seeds, Sustenuto, UGent, Umicore, Universiteit Antwerpen, VITO, Vlaamse overheid, VODO, VOSEC, Vredeseilanden,... The network generated also more than 100 ideas for experiments that contribute to the envisioned transition and system innovation. Plan C has the ambition to initiate 20 experiments for system innovation by 2014.

i-propeller designed an innovative strategy and methodology for Plan C. The key objectives were:

  1. to further recruit ideas for experiments (idea-management);
  2. to develop dynamic coalitions around these experiments;
  3. to coach ideas to effective realistion;
  4. to organize the knowledge spillover between an experiment, the learning network of Plan C and the vision of Plan C.

To accomplish this ambition project i-propeller has built a consortium of expert organizations (Pantopicon, Shift-n, TNO) for Plan C.
